Ive recently gotten back into the gym, totally redone my diet, got the right nutritional supplements and the whole nine. i did all this because ive noticed the muscle size ive lost, and the waist size ive gained.
For the first few weeks, i figured id just stick to a general higher rep routine just to get adjusted to it all again. but when i have a good platform, i want to make sure im doing this the right way.
Would you agree its better to bulk first, using the weight i have to build, or to lose weight first, since that is the bigger issue, and try to build mass after i drop BF%?

It all depends on your diet. Generally speaking if you just drop the fat/pounds (cardio/low carb, etc) you're probably gonna be weak when you get ready to bulk.
On the other hand, if you bulk first (clean as you can) you can still cut calories/carbs and raise your cardio and maintain most the muscle mass amd strength that you gained while bulking.
Everybody has their own way...that's just what worked for me.
**Also, if you bulk first and then cut, you can use a supp such as Designer Supplements' Melting Point. Its designed to aid in helping you maintain LBM while cutting.

i'm trying to grow while remaining decently cut. since it's all about vanity, and i'm happy with how i'm built currently, it's all about appearance.

in order to grow you dont have to bulk, remember this. Also, bulking should NOT be done by a novice. Your going to have to learn the basics of a bulk. I am doing a progressive bulk and cut by eating high protein and healthy fats (nuts, olive oil, cod liver/flaxseed oil) with lots of fiber (greens, etc). I am also doing medium reps and weight.
Remember, weightlifiting is not a cut and dry sport. Different things work for different people. You should NEVER do a straight bulk or a straight cut unless you are very into bodybuilding and plan to have your weight go up and down 50 lbs every year.
I would choose the middle way if you just want a good build. After that you should decide how much you want to put into weightlifting. If youd like to be a bodybuilder then by all means start bulking. If you havent worked out for more than a year I would not start a bulk, it defeats the purpose of weightlifting in the first place (bulking is a component of gaining pure mass, not size or strength).

damn couldnt of said it better myself. This is my approach, but it takes a lot of time to gain the Bulk size that anyone desires, doing it the right way...its a smooth process, but takes forever, its better to stay healthy and bulk and do little rep work outs here and there to keep it toned.
and ive ridded all junk food, mainly fast foods and soda, candy i still do!.. :-p
go middle, bulk while doing some minor work outs/exercises, then after you reach the wieght, go more into working out.
