personally I use Photoshop for everything .... if you want something free and not so quite complex download Picasa (i'm sure theres other methods as well that are also free)

to post pics ... you need to be able to have the pics hosted somewhere ... so you'll have to upload them off the computer onto a server and then you can link to them.

You can also use the image resize tool put out by Micro Soft as an XP Power Tool. This allows you to just select images and then right click and size them as desired.

when your ready to post them find the URL of the picture on photobucket and insert it to the image button found on the reply page.
