Id suggest a high end point and shoot to get you started, maybe someone else thinks different, but its a way to get you used to the feild of photography before you invest 1k into a camera.

You can pick up a Nikon D50 or a Digital Rebel(300d) for that much. Both DSLRs with lots of room to grow.

The Nikon D50 is about $650-700 for the body and you can get at least one zoom lens to get you started within your price range from Kits Camera. I would also suggest getting Kit's ESP warranty which will put you on the other side of your budget limit.
HOWEVER, it covers everything except fire and theft. You could bring it in dripping wet or in 500 pieces after you ran it over with your car and get it replaced. It's well worth the investment.
I personally suggest Nikon equipment, but I'm obviously biased.
I've also seen a Canon 350D with a bag and two lenses for $650 this week at an online store somewhere, but it starts to get fishy and questionable when it comes to reliability and trustworthyness ofthe seller at that price.

Thats only if you get just the body.
