the car was not built by any police department.

the car was built by a few Ford employees on their own time with no support from Ford besides the use of their facilities. they had to personally buy the Cobra motor off of eBay (IIRC it was something like $5000 out of their own pockets)

The did have some sponsorship, mostly free parts (i believe the wheels were given to them by BBS) also www.crownvic.net members donated to become sponsors.
