Ok so I hardly run my ac downstairs and it still remains decent in the house. I always have the one upstairs on at about 76-77.
I leave for the weekend, come home and its 94 degrees upstairs! I went outside and my unit is making a humming noise, then clicks and stops over and over. I have turned it off since. Today, I turn on the downstairs air and it works. Go outside to check the unit, nothing running..So I guess only the fan is running.
CAN ANYONE HELP, seriously. It is ridiculously hot in here.

Is the fan turning at all and then stopping or is it just sitting and humming? It sounds like it could be the start or run capacitor for the fan motor and possibly the motor its self. You can check it a couple of different ways if you'd like.
First would be to take a look at the capacitor its self. You'll probably have to remove the top of the unit and then remove the access panel. The capacitors will probably be shaped similar to a coke can, although size and shape can differ depending on application. A bad capacitor can look swollen and misshapen around the seams, kind of like it wants to pop.
The other, possibly easier way, is to turn the unit on and wait for the compressor to kick on outside. If the fan motor just sits and hums and the fan never kicks on you can use a long screwdriver to turn the fan blades. If it starts running after that it is the start capacitor.
But, even if this does work you will want to check the motor. It cold have been damaged while sitting there trying to start.
You could just call an AC tech and they could diagnose and fix it pretty easily. Thats just a few simple ideas to get you started...

And to answer your question.. The upstairs unit hums for a min then cuts off. The fan isnt turning at all.
The downstairs unit is running, fan is turning, no cold air.

The upstairs unit could have a bad fan. Happened to me once. I was leaving that morning for 2 weeks. Had a friend replace the fan and rig the damn thing to work till I could get back and schedule someone to replace the whole unit. Cost $900.
The downstairs could be out of freon or maybe it has a leak. Are you sure you have it set to a/c (auto) and not just have the fan on? I've done that before too.
