This is a ban, as there are no transfers, so after a generation all grandfathered guns mustbe turned over to the police, or converted to non assault weapons.
This also effects many competition guns (aka sporting), as they can have threaded barrels, and barrel shrouds.

So can some one explain, the idea of "grandfathering"? Do you have to change your current rifle or mags? Are the "Evil" parts, ok or do you have to update your weapons? Thanks Rafael

No changes are needed, nor do you need to turn anything in, which is why pre-ban guns and mags were worth more in states that still have an AWB.
But these new proposal prohibit the transfer of grandfathered items, which means they have to be converted or turned over to the police on the owner's death. It is a work around so they can claim that they aren't taking any guns on the passage of the law.

If this actually passes y not transfer the guns into a trust like some people do for silencers? Trust never die right im sure it'd take some crazy wording but if the trust was set to be your descendents they would never truly transfer if it was set to go to specific person then it would I guess transfer. Think along the line of land and estate trusts used to avoid your kids paying taxes in heritance. Technically its still the trusts not theirs.
