Federally, there is no license required to sell ammo. Only for manufacturing and importing ammo.

No. A license is not required for a dealer in ammunition only, but a manufacturer or an importer of ammunition must be licensed.

Weird. I didn't get that he was looking to become a seller. I took from this that he is looking at the legality of people buying up ammunition and reselling for profit.
Except that you can't be charged with a crime for selling the game to an underage person.
OP - I don't know the legality, but I have a feeling that the ATF has their hands full at the moment. If all of the people (stupidly) posting on forums around the country bragging about buying up ARs and selling them for profit has not caught their attention, they are probably dismissing the bulk ammo sales.
