Federally, there is no license required to sell ammo. Only for manufacturing and importing ammo.

This was definitely where I was headed with the question. You guys see the guntrader posts from people with 20 bulk boxes of 22 straight from Wal-Mart. They are basically in the ammo business.

No different then the scumbags buying the skylanders ( new game for "kids) characters and selling them on ebay for 10x what they paid.Then I have to up the $$$ or go on these crazy searches looking for them .

Except that you can't be charged with a crime for selling the game to an underage person.

OP - I don't know the legality, but I have a feeling that the ATF has their hands full at the moment. If all of the people (stupidly) posting on forums around the country bragging about buying up ARs and selling them for profit has not caught their attention, they are probably dismissing the bulk ammo sales.
